The reasons of low citations of published materials are examined. The main conceptual methodical recommendations for increasing the visibility of scientific publications in the international information space are proposed. The relationship between: DOI availability, content presentation on the web resources, usage of the effective cross-referencing mechanism, and increased referencing to scientific publications is described.
A number of issues related to the placement of scientific publications in scientometric bibliographic bases are considered: legal requirements for journals for inclusion in these databases, and requirements for materials to be published in journals, which are indexed in such bibliographic databases as SCOPUS, Web of Science, COPERNICUS.
The copyright aspects of the use of scientific journals, monographs published in digital form by users in foreign countries are considered, in particular, the use of copyright note, free access licenses, protection of copyright under transfer of a journal to foreign databases, etc.
Some of the modern world paradigms for the future development of humanity, namely, the 6-th Technological Wave, 4.0 Industry and STEM education are analyzed. The definition of the main characteristics of these considered paradigms is given and a common area of their interaction is shown. The role of the scientific journal in the modern information and innovation scope is analyzed.
