PEER REVIEW IS THE CORNERSTONE OF SCIENTIFIC COMMUNICATION. PUBLONS IS AN INSTRUMENT FOR SCIENTISTS, JOURNAL MANAGERS AND ADMINISTRATORS

Peer review is an essential process for a scholarly publication. Unfortunately, this process is often misunderstood or improperly used, for example when authors are asked to supply a review of their proper work. In addition, the eternal problem of every journal editor or grant agency manager is to find experts for reviewing a particular publication or grant application.

LEGAL POLICY ON COPYRIGHT ISSUES WHILE PUBLISHING SCIENTIFIC JOURNALS AND MONOGRAPHIES

Legal requirements for copyright issues for publishing scientific journals and placing of a digital copy of the publication and its on-line distribution are given. Copyright issues arising from the publication of a work on the Internet site of scientific publishers are analyzed. The article gives a brief overview of the problems of copyright in the placement and distribution of electronic publications and identifies issues that need to be addressed in the practice of publishing.

PUBLISHING PROCESS AND COPYRIGHT ISSUES

The issues of copyright protection arising at the stages of publication of works are analyzed: when creating a work; conclusion of an agreement between the author and the publisher; in the activities of editorial staff; in determining the copyright owner in the copyright symbol; conclusion of an agreement with the publishing house; distribution of works published. The problems of copyright protection when distributing a digital copy of published work are considered.

NAS OF UKRAINE PERIODICALS IN SOME SCIENTOMETRIC DATABASES AND THE LIST OF SCIENTIFIC PROFESSIONAL PUBLICATIONS OF UKRAINE

The occurrence of scientific publications of the NAS of Ukraine and its institutions is analyzed in four well-known databases, among which are Scopus and Web of Science Core Collection — the two major ones for inclusion in category A of the List of Professional Publications of Ukraine. It is established that the number of academic publications open and visible to the world scientific community does not exceed 15 %.

CATCH MECHANISM OF THE INFORMATION MARKET BY SCIENTIFIC JOURNAL

Using the CRM methods (customer relationship management) and the SWOT analysis a catch mechanism of the information market is proposed by International Journal of Semiconductor Physics, Quantum Electronics and Optoelectronics. According to the proposed mechanism, four main directions of activity are highlighted: scientific and technical, marketing and goods, attractiveness for readers and journal distribution on the market.

JOURNAL AS A COMPLEX SYSTEM

The article deals with the organization of the activity of scientific periodicals in Ukraine, in particular in the National Academy of Sciences of Ukraine. The main normative documents defining this activity are named. The main problems of optimal organization of work on the preparation and issue of scientific periodicals, especially the problem of lack of qualified personnel and efficient distribution of powers, are outlined. The risks associated with the excessive formalization of the work of the editorial board of the scientific periodical are identified.

The history of the Open Access Initiative is briefly outlined. The negative and positive aspects of its implementation in Ukraine are considered. Recommendations for implementation of open access scientific publishing activities at the NAS of Ukraine are offered.

MODERN SCIENTIFIC JOURNAL: UKRAINIAN REALITIES

The use of the latest information and communication technologies, the implementation of new requirements for professional scientific publications, the solution of common problems of scientific periodicals require professional knowledge in the field of publishing. The few staff members of scientific journals, scattered across academic institutions, are usually deprived of their professional circle of communication and the opportunity to obtain new information and improve their knowledge.
