A number of issues related to the placement of scientific publications in scientometric bibliographic bases are considered: legal requirements for journals for inclusion in these databases, and requirements for materials to be published in journals, which are indexed in such bibliographic databases as SCOPUS, Web of Science, COPERNICUS.
