The problem of research evaluation arises from mismatch between evaluation me thods relying on quantitative indicators of publication activity and the needs of determi ning the quality and socio-economic impact of research as a criterion for fair distribution of public funds between the entities involved in the research process. This problem has become especially important for Ukraine amidst its integration in global research networks, and due to the need to counteract the Russian armed aggression and recover of the national economy in future.
